    The crux of the majority of conflicts that arose while framing the United States Constitution was the issue of slavery and the resulting difference between the Northern and Southern states. To resolve these matters, certain compromises were reached in the context of slavery.

    According to the Southern states, which had a great population of slaves, the representation in Congress should also consider slaves as part of the population. On the other hand the Northern states, where slavery was not common at all, argued that slaves should not be counted as part of the population.

    To solve these matters, the three-fifths compromise was reached, which decided that three-fifths of the slave population would be counted for representation in the Congress. Another decision was made in terms of the slave trade that said that Congress would put a surcease to the slave trade by the year 1808, which was still going on, specially in the Southern states.
