What Is The Name Of This Kid's TV Program From Early/mid 80s? It Is Driving Me Mad!

Main character was a girl, maybe aged 16/18 or bit younger? She was called Maggie and it always started with her walking down the street and a man sung the them tune - only words I can remember him singing are "Maggie, she knows the kids aren't there/don't care" and can't for the life of my remember anything else apart from the fact it focused on her growing up. Was definitely British and more like a drama, not comedy, and was on weekdays just after school. Any ideas?
