It's good that you are concerned about your little sister, her safety is probably not in danger but its great that you want to stick up for her. Of course it all depends on how old she is and how old the boy is and if you think that he is trying to involve her in anything that you need to be worried about. If it's simply that you don't trust him that's an obvious feeling and most would feel a tinge of jealousy too.
If you think your sister is being drawn into sex, alcohol or drug taking, you may want to approach her, but she may be blinded by the attention of the older boy. So, it may be the case that you need to tell a sympathetic adult, like your parent or grandparent. Do it carefully, don't wreck her chances with the boy just because you are suspicious!

I understand that you are surely worried about the welfare and benefit of your younger sister and are afraid that she might get hurt or get involved into trouble. You might also be afraid that since the boy is older they might not be compatible. In a situation like this, in which emotions are involved along with the head, it is always difficult to take decision which you are certain would be correct.
I think first you should make sure they are serious about themselves and their commitment and your sister is not infatuated with him. If she is seriously involved with him anything you do will seem wrong, along with the added hurt your sister would feel. It is not usually considered a taboo now a days if a girl is involved with an older guy. So try to think about it more objectively as if you are an outsider who is not involved emotionally with the girl.
If your sister is happy with the guy, and you think the guy is not serious about her, it is always advisable to discuss the matter and tell her how you feel and regarding your doubts about her friend. It will allow her to be able to view her thoughts and maybe you will be relieved of your doubts.
