You should train a kitten to use the litter box at a very young age. You can use a plastic pan as litter box as it is easy to clean and plastic does not rust. You can also use a cake pan with short sides as a litter box as it is easy for the kittens to climb over it.
The litter box should be cleaned at least once a day. In the beginning the kittens follow their mother to the litter box and play in it but slowly after sometime they will learn to use and excrete in it.
Do not let your kitten go around the house until he is trained to use the litter box. Always keep your kitten in the litter box after every meal. Make sure you clean the litter box regularly and appropriately, as many cats do not use dirty litter box. You can use a sieve to clean the litter box it is easily available in the market at cheap price. Wash the litter box with warm water and soap do not use disinfectants. Always cover your hands with a plastic bag while cleaning the litter box and wash your hands properly after cleaning it.
