Firstly is this question being asked because high levels of security are required? If this is so, then your types of monitoring would be more strict such as confidentiality agreements, logs of calls made etc. in this scenario, a company will have many forms of monitoring already in place. If the business is focused on strong team work, then this may be asked to make sure you could handle the situation in a team way, without upsetting anyone. These include being able to monitor staff and deal with difficulties that may arise.
The type of monitoring you can do is be job specific, and to reflect the company outlook. In any scenario, the best thing to do is to be able to provide examples where you have experienced this before. If the example or suggestion does not match what the company needs, it will be put into context for the interviewer and give a wider ranging description of your capabilities. The most important thing to remember is to ensure that whatever you suggest will not infringe upon anyone's rights as a person.
