The best way to get the broken tiles up would be to use a small chisel or scraper. The main concern is why did the tiles crack in the first place? Did you drop something hard on them or is it from movement in the ground or possibly even rising damp try to find out. When you do resolve the issue and lay back down new tiles insuring you put the tyle adhesive on level!
