Yes you can,the tough part is getting the job but for the most part if your honest and can prove he is no longer using then they will work with you.

It depends upon the institution from where he wants to do the sports medicine degree. Some institution might overlook the previous crime of your brother. But there is a strong possibility that the institutions will not allow your brother a degree in sports medicine as he is or was involved in drugs.
