No, they meant rich, landowning white men. I'm not being a feminist, that's genuinely who they intended. In some areas, non land owning white men couldn't even vote. Blacks weren't men, they were property, like chairs. It was sick, but it made sense to them. Number one rule of the world: The advantaged will always look out for their own, even if with the best intentions.
I don't think colour has anything to do with it. The wording looks all inclusive to me and i mean both sexes too. The foundation of any nation in the
world can never be built on colour but the contribution of all its citizens
within its borders. And by this wordings i think , no matter what happens
that is a strong foundation. Its up to you to take the challenge and realise
your full potential as an individual and not race.
