Dogs milk is quite different in composition from cats milk and is not adequate to support the growth and development of kittens.  If your cat is past weaning age (8-12 weeks) I would try to discourage the nursing.  It should not be harmful to either your cat or dog, and it is not uncommon, but kittens should be weaned from nursing by this age.  With regard to your dog, I am assuming she is a recent mother.  If she has not recently whelped she should be examined by a veterinarian as she may be pregnant or pseudopregnant (a hormonal imbalance that mimics pregnancy), or she may have another hormonal imbalance which is causing her to produce milk.
