In essence, you have to sell the idea by justifying the expense and highlighting the benefits to the business in terms of improved productivity and efficiency.

Reporting to the company about the upgrading of their computers and the software has to be written in an organized manner. The key should be to increase productivity, reduce costs and facilitate flexibility and adaptability to new progressive changes.
When you write a report, mention clearly about the old configuration and why it doesn't fulfill the requirements as cost-effectively as the new version. In other words, mention the old configuration and the new configuration with its relevant benefits. Also mention as to how the new configuration or an upgraded software or hardware can improve productivity, with the quotation. You can also write your inputs as to how the upgrading can benefit the business on a short-term as well as a long term basis.
