I'm gonna have to make a lot of assumptions here, since you have not given a lot of information. Those assumptions are as follows (in no particular order)

    1. My psp is out of warranty, or I bought it used, so it was already out of warranty.
    2. My psp is an older 'fat' psp, rather than the newer 'thin' kind.
    3. I meant to ask 'Does a PSP have a reset button?'.
    4. I was updating my psp's firmware, because a new game I got said I had to do so to play the game, but I thought it was taking too long, so I forced it to turn off, or removed the battery, or dropped it while it was updating, and it's been like this ever since.
    5. I know absolutely nothing about 'downgrading', 'hacking', 'custom firmware', or Dark Alex and the people learning how to unlock the full potential of the PSP.
(I guess that's it for now)

Now, if any of the above does NOT apply, please let me know.
If, however, the above is mostly, if not totally true, then you're in luck. You may still be able to recover the unit by 'downgrading' it, but that's gonna require some willingness to learn. Now if you lived anywhere near me, I'd meet you someplace and downgrade it for free and it'd be done in about 2min. But since that's unlikely, you're gonna have to do some homework, and it's not gonna be easy.
You need to go online and do a search (search engine of your choice, I prefer Google) for 'how to downgrade my PSP' or 'how to hack my PSP'... You will want to find all the newest instruction on how to do this... You'll have to look at the post dates, as almost no one cleans out the old posts, just because there are newer, better ones...
The process will (most likely) require access to another PSP that is either already hacked, or that the owner is willing to have hacked to make your 'Pandora's Battery' to 'unbrick' your PSP.
Now, once you have the instructions, and have gathered ALL the things it says you will need (specific files and possibly particular game), follow the instructions TO THE LETTER. DO NOT skip steps unless they tell you that your system does not need the step in question... If you do it all correctly, you should be able to make the modified (and restorable) battery, and memory stick you need to unbrick your personal unit. Then just use them as the instructions say, and you should be home free.
I hope this helps in some small way, and remember that if you have no other options, you can always try to send it to Sony, claim you bought it on a trip to Hong Kong, and ask them to upgrade it... But I wouldn't go that route... Just seems a little dangerous.
Good Luck, and if you need any further help, send me a shout in my shoutbox, and I'll get back to you asap. Oh, yeah. To answer the second question... No, there is no such thing as a reset button on the psp that will restore it to it's factory default settings.
