Does fuel go bad when used only 20 miles every two weeks?

No ,the fuel will not go bad in that amount of time but i would recommend a octane booster every fill up for that reason

No, it takes a lot longer than that to sour gas. It takes oxygen and heat to cause spoiling of gasoline, and under normal conditions your tank will keep it good for many months. (the octane rating will continuously decrease over time though, and the risk of gumming will also increase)
