There are no approved or licensed veterinary Ciprofloxacin products.  It is used off-label in dogs and cats.  This is not a commonly used product to treat conjunctivitis in dogs.  It only treats gram negative bacteria and is thus ineffective for all the gram positive bacteria.  There are more potential side effects listed for Ciprofloxacin then the other more commonly used ophthalmic medications.  There are other products that are more appropriate for this dog.
This dog should be examined by a veterinarian to look for a corneal scratch, ulcer, or foreign body.  The skin around the eye should be examined for infection and mites (mites can cause periocular redness, hair loss, and irritation).  Your veterinarian can prescribe a more appropriate ophthalmic antibiotic if needed.  Also if the cornea is intact a topical ophthalmic steroid can be used--this will reduce much of the redness and make the dog feel a lot better.

The Ciprofloxcin belongs to quinolone group of antibiotics. It is available in injectable, tablets and eye drops form The Ciprofloxcin Eye Drops can be used in the dogs. But it will be better to visit a Vit for proper diagnosis and treatment.
