The bottom lid of his eye is swallon it has been for 3 days what could have caused this what can i do for it

It is not a healthy sign because it can be a tumor, which needs to be checked up at once. Normally there is a third eyelid in dogs as well, which contains a particular gland known as lymphatic gland. When tissues, which hold this gland, become weak they cause swelling and lump over eyes. This disease is called as cherry eye. There can be some other infection as well but you should get your pet checked by a vet soon before it is too late.
