    The second sentence is correct. The first one should be like this, "Neither My Team Nor Sandra's Team is In The Playoff's".

    WRONG: 'nor' is a conjunction, combining both teams for negation. Hence Sentence #1 is a plural subject which agrees with its verb. Sentence 2 is in agreement if present perfect is intentional; it could also be in past simple: "How many times had she told you that same old story?".
