It would depend on your own personal defanition of better, in terms of footballing abilities it could be argued that Arsenal 'play' the better football, or are easier on the eye.  In terms of sucess, either historically or this season, the answer is definately no.  Manchester United are the second (to Liverpool) most sucessful team in English club history.  

It would also be impossible to argue that Arsenal are a better team based on this seasons results, with the only competiton Arsenal fairing better in so far is the League cup, which purely by still being in the tournament, Arsenal are more sucessful this year.   In the league United have proved to be (at the moment) the most consistent side in the Premiership, hence their league placing.

In one on one matches this season, Arsenal have the upper hand, after inflicting Manchester United's only league home defeat this season by beating them one nil earlier in the season at Old Trafford.  The sides meet again this coming Sunday at the Emirates, so in terms of league form, an answer to your question should be avilable then...
