I Have A 1997 Honda Civic Won't Start Horn Sounding Off And Lights Flashing. What Should I Do?

You set off the alarm system from the sound of things. If you set off the alarm it usually is a kill switch for the ignition system as well, you either need the remote to shut off the alarm, or will have to figure out how to disable it.

Sounds to me like the alarm has gone off and deployed the automatic immobiliser. Time to consult the manual I think !
