    No, its not legal to turn off a tenants utilities. This is a violation.

    If you pay your rent as agreed in your lease you won't have to ask these kind of questions!!!

      You need to check your states landlord tenant laws. READ YOUR LEASE.  In some states the landlord cannot turn off utilities even if don't pay your rent
