How Can I Get My Stuff That The Landlord Locked In The Apartment?
My landlord locked my stuff in the apartment because of non-payment. What steps do I take in order for me to get my stuff back? Do I go to the local police?

The Landlord is not in a legal position to lock your belongings in the apartment even if you havent paid the rent. He can take an action against you only after he has obtained a legal court order. You can definitely call the local police and report his actions. You can also get the help of an attorney meanwhile and file a complaint against him in the court.
