Lord Ripon was the Viceroy of India. He took office in th eyear 1880. He liberalized India's internal administration and lowered the salt tax. That is why he is considered to have weakened the British Empire. He introduced the Ilbert Bill which would have granted Indians more legal rights. This included the right of Indian judges to judge Europeans in Court.
