After I've posted an answer, I get a message saying it needs to be reviewed. How long does it take to have my answers posted on the site? Who decides if my answers are right or wrong, good or bad? And how do they decide?

The moderator judges and scrutiny your answer. There criteria is that your answer should satisfy the question. For example if someone is asking, how to sail a boat and you give details what is a boat then your answer will be disapproved. Similar case is with the debate responses.
The other blurters who when read your answers then give you rating according to their thinking and judgment.
