No, bleaching only changes the external characteristics of the hair. The drug content will still show up in a test. The only way to beat a hair test is to stay clean for two months or so, then shave it all off and keep clean while it's growing out.
If you're concerned that the bleach will show up on the test, then I wouldn't worry about it. They know you're not taking bleach recreationally.
