It depends on why he is biting. Some biting and scratching is normal, if it is too consistent it can cause hair loss and skin irritation. If it is due to fleas, get a good antiflea and tick solution such as advantix or frontline. If it is due to a skin problem then see your vet and get a lotion or solution to heal the problem. Sometimes a little hot sauce will teach them to stop biting an area, but make sure there are no open sores or it will hurt.

If your dog is not already on a flea preventative (Advantage, Frontline,Advantix) try that first-the base of the tail is very indicative of flea issues. Remember you don't have to see fleas everywhere for fleas to be causing the problem. Some dogs are very sensitive to fleas and it doesn't take much to get them started chewing or scratching. Don't use any of the over the counter flea products,though-Hartz,Seargeant's,Zodiac,Bio-Spot,etc as they can cause harm to your dog and are not very effective. Also remember that bathing your dog between applications reduces the effectiveness of your flea product-even those that say they are waterproof are really only water resistant. If his chewing doesn't start to clear up soon, have the vet check him out for skin infection, etc.
