    How about going with steel or aluminum self closing cans like the hospitals use . You know the ones either with a flip lid or a spring loaded lid that only opens and close when stepping on a pedal release. But make them heavy enough that people or high winds can not move them. Also most gas safety can are designed this way to pass government safety standards. and if you are thinking the release for a big dumpster could not be operated by a pedal lever type release then you need to think harder most humans that throw away trash weigh more than enough to raise a sheetmetal lid with just their body weight on a lever release hooked up to the lid even if it is 4 feet square.  besides any plastic or aluminum for that matter will probably burn in a forest fire. Isn't the point not to add to the possibilities of a fire. Or how about concrete molded dumpsters with a steel lid. At least if they are recycled they could be used for roadbed and the lids can be recycled for steel. If you don't like these ideas then i don't have a answer for you.
