I don't want to second guess a trained professional (your vet). You may want to ask him about Cushing's disease, and how he can be sure the dog doesn't have it.

Cushing's disease is an endocrinal disease -- a disorder of the adrenal glands. It's very unusual in young dogs, but not impossible. Typically Cushing's is caused by a tumour on the adrenal glands (or the pituitary). Lethargy and seizures are among the early symptoms.

Virtually all dogs with Cushings are relatively elderly, drink and pass a lot of water, and have elevated blood pressure.

An adrenal gland disorder that is more likely to strike young dogs is Addison's disease. This manifests with heart irregularities and appetite loss, among a longer list of symptoms.

My guess is that your dog doesn't have Cushing's or Addison's. You might have to discuss at greater length with your vet the symptoms she does have, and what else could be causing them.
