Well obviously, a transcontinental rail road allows the military the ability to move in a simple way. Goods, services, personnel and equipment can be moved from location to location, (through other countries with that countries permission) with very little effort. Also, trains are not affected by traffic or roads and can pick up a much quicker speed. Whereas boats might take a long time to sail around a country, it would be possible to move tanks, soldiers and other equipment quickly, since trains often work in straight lines from A to B or on long curves.

The limitations come to the number of trains and carriages, but this is less of a problem. Of course, the military does not need to own these, although they would need to provide heavy security, especially going through another country with weaponry.

Military only has one L by the way, and Transcontinental is spelled like that.
