When there are regulations, it is of the utmost importance that companies, and employees obey these rules for safety. Improper usage can result in maiming or death in which will put the company, supervisor as well as makers of the equipment in danger of a law suit.
Companies that have frequent accidents due to disobedience of rules and regulations can be fined or disbanned.  Some companies may fire an employee the very first time a rule is broken after he has been aware of the regulations. These regulation would apply to the company any place the company may be doing a job. In the case of  public construction etc. Danger spreads to all who are in the area.
