Her father wants her as well. It's an open adoption and she has always known him as Dad, Kind of a different situation. Her bio Dad did what he thought was right at the time because he didn't feel he was financially stable enough to raise a child and didn't have his life together. Adoptive mother appears to have a drinking problem. His daughter has told us that when she drinks she gets very aggressive, to the point where his daughter will lock herself in her room or leave the house. Overall from everything I have heard it does not sound like a positive home for a 13 yr old girl to be living in.

So the parents are still together? If the child is adopted then no, she doesn't have the right to just up and leave and go live with her father. Although from the age of 10 if it goes through the courts she does have the ability to say where she wants to live. And once both home situations are assessed then the desicion will be made for her, though her opinion will be taken greatly into account.

Does the mother want the child back too? And is the father in a more stable financial situation now? How old was the child when she was adopted?

No. He has to WANT her or him. He has to go to the adoption center and fill out papers. The child don't get to choose. The social worker does.
