    So, If I Understand What I've Read. Once A Room Is Painted With An Oil Based Paint....A Water Based Primer Will Not Allow One To Use A Water Based Paint. Is This Correct?

    Not true
    once u have used the water based primer
    than water based paint can be applied
    there are products out there that will allow u to a apply primer that is water based, so then u can apply the paint
    product names:   Kilz or Gripper
