You need to get an egg timer or use the one on your stove. Set if for every hour, when the timer goes off take your puppy outside, wait for him/her to do the business. Praise your puppy, come back in and set the timer again. If you do this for a few days give or take a day, your puppy will know that when the timer goes off its time to go outside and relieve him/herself. Your puppy will also know that you will be happy and excited about what happened. After a while your puppy will give you a sign that its time to go out without the timer going off. Weather scratching the door, standing next to the door, or even letting a yelp out. Just don't give up or you will need to start all over again.
