What Is The Second Amendment?

    The Second Amendment of the American State Constitution, which is also a section of the Bill of Rights, states the requirement for "A well regulated militia" and forbids infringement of "The right of the people to keep and bear arms".

    In the year 1786, ten years after the Declaration of independence was signed, America existed as a wobbly state government following the Articles of Confederation. In the year 1787, to tackle these flaws, the Philadelphia Convection was assembled with the bond of amending the Articles.  

    The House Journal as well as Senate Journal is the formal records preserved by the legislature at time when debate about the amendment was taking place. On December 15th, 1791 the Virginia government sanctioned the Bill of Rights.
