Sommyvet is right, dogs pant naturally.  Furthermore, if you stop them from panting, it could be bad.  Dogs don't sweat; they don't have sweat glands.  So the only way to keep their body temperature regulated is by exchanging heat in and out of their mouths.  If you keep a dog from panting, it could overheat and experience serious health problems, or die.

Panting is a normal way for a dog to cool down, but excessive panting can also be a sign of an underlying disease.  Excessive panting may be caused by anxiety, fear, excitement, respiratory problems which obstruct the airways, cardiovascular problems, anaemia, and neurological disorders.  If you believe the panting is not caused by heat, you should have your dog examined by a veterinarian.
