They are very long lasting parts. But they may be bad if they are leaking power steering fluid or if the boots are ripped and allows dirt to get in.
Some Chrysler's like yours can have bad inner tie rod bushings (cheap to fix), you might mistake this for a bad rack.

I would have the power steering fluid serviced first, then you can tell if it's going out. Does it make the vehicle drive badly on the street or highway?
