Can I Pour Cement Over A Concrete Floor That Has Enamel Paint Over It?

I am just afraid that the new cement won't stick to the glossy floor.

    You could drill some holes in the existing concrete, maybe and put some short pieces of rebar in the holes extending to about one inch from the top of the new floor.  The bars should be placed in epoxy or a good strong grout to seal the hole.
    It is not likely to move even with a garage floor, especially when all 4 tires are on the new slab.  Now, if you speed up to the garage door and put on the brakes, yes, it could be a problem.
    Get an estimate from a good contractor and he may have some other ideas when he looks at the actual conditions.

    Yes and no. You can do what is called an overlay, which is about 1/4 inch cement application over an existing surface. But you will need some sort of premier to go over the existing enamel. A concrete slab needs to be at least 2 inches thick or it will crack and chip off., so that is not an option. I'm sorry, but drilling holes will not provide adequate surface application for anything to "stick".
