It all depends on what the problem is. The best thing to do is confront them and ask if the problem can be solve between the two of you. If they are making fun or discriminating against you, then HR is the place to go and file a complaint. If they are just harassing you at work, tell your supervisor and let them handle the problem. Never resort to violence or argument with the other party though.

I find the best way to solve any problem is communicating with the person the problem is with. A lot of confrontation comes from miscommunication between two individuals.
