Japan is a constitutional monarchy with the emperor having very little power. He is merely a figurehead. Power is mainly held by the prime minister and the bicameral legislature - Diet. The prime minister should be a member of any two houses of the Diet and should enjoy the confidence of the house. The prime minister appoints a cabinet which assists him in the governance. At least a majority of the cabinet should be members of the Diet.
