Before quoting a price for one's work, a web designer has to consider certain factors. Firstly, you have to evaluate the project under consideration, based on the following factors:

How many pages to be designed?
What is the deadline for the project? (If the project is needed within short notice, one can charge a higher rate).
The amount of experience you have had in the filed also contribute to a higher charge.
Will the designer have to maintain the web site over a long period of time?

Lastly, the going rate of course. The going rate is tough to determine, it may differ in terms of geography, that is from region to region, as well as depending on other factors. The best thing would be to ask your fellow web designers and others who may know what the going rate actually is.
