Yes, typically, by a lead time of a few years in many cases.

Of course, your body hasn't read the textbooks so may follow a different pattern.  This is probably still just fine, for you.

Public hair appears in response to androgens (sex hormones).  The hair follicles in the groin area are most sensitive -- most responsive to the androgens that are released as the onset of puberty.

In most girls public hairs start to appear about 2 years before the onset of menstruation.  The phase when pubic hair starts to appear is called pubarche, in both boys and girls.

Armpit hair usually comes along 1-3 years after the first appearance of pubic hair.  In boys armpits commonly remain nicely bare until the age of 14-15, or even later.  This is followed by extra hair on the bottom, parts of the face (in males), the nipples, the back, more areas on the face, the chest, and yet more.

Be glad if your under-arms stay bare a long while... underarm hair is what traps sweat, encouraging bacteria to grow and make us smelly.  The later, the better.

This isn't really an answer, but I to, am 14 (almost 15) and I have had pubic hair for a year or two and don't have noticeable armpit hair.

Well i have arm pit hair but no pubic hair and im 11. I suppose puberty takes  different patterns

I grew armpit hair before pubic hair, when I was 13. Im still 13 and i dont even have my period yet

I'm 12 I noticed my Pubic hair in 7th grade.  More and more have been coming, but still no sight of armpit hair.
