    NO, because not all forms of brain disorder (RNMD, RNMS) or learning disorder (RNLD) are genetic. Many are due to physical damage.

    And even if they were all due to genes, it will be a long long LONG time before medical science is advanced enough that problems can be fixed.

    Plus there are people who would argue that some (maybe many) brain disorders aren't disabilities, and don't need to be fixed at all.

    Take Downs Syndrome (Trisomy 21). Wouldn't it be nice if a genetic treatment could just remove all the extra chromosome 21's in the cells of a foetus, before it was even born? And then the baby could develop "normally". But some people would argue such treatment was unethical, the path to a slippery slope, and changing too much of the essence of the person. Some people are adamant that Downs isn't a serious disability, either.

    And it would be invasive and risky treatment if done in the womb, Meanwhile, if such problems aren't fixed in the womb or very early in life, then the "damage" to the brain will be done by the time the person is grown up and able to give (some kind of) informed consent.
