Assuming that water does not flow in or out of the pool then the water level will fall.

This is because when the boulders are in the boat a volume of water equal in weight to the weight of boulders is displaced. When the boulders are in the pool only a volume of water equal to the volume of the boulders is displaced, this volume is less, hence the water level drops.

On the other hand if the boat contained cargo that floated, if that was dropped into the pool then the water level would remain unchanged because equal volumes of water are displaced regardless of if the cargo is in the boat or in the pool.
