Suggest you put the chair rail 36 inches up from the floor.
If you install it higher up, it will make the walls look like they are cut in half and the (chair) rail would not likely serve the purpose it is meant for, which is to stop the chair backs from hitting the wall.
Also, if you go too high on the chair rails, the room will appear smaller and have a closed in look about it.
