Of course I may not be right on your dog not mating but here are a couple of possible reasons.
If it has been neutered is one possibility, if this is not the case the only other thing I know of is ( and it seems strange to me but I know some breeders ) if your dog is a purebreed.
If that is the case and you want these 2 dogs to mate you will either have to have her invetro or you will actually have to make ( or have someone do it for you ) the two mate by force.
