    Lincoln was bold in assuming new executive powers. He expanded the regular army and advanced public money to private individuals without authorization by Congress. He declared martial law on April 27, 1861, which enabled the military to arrest and detain without trial civilians suspected of aiding the enemy, and he suspended the writ of habeas corpus in the area of Philadelphia and Washington. He did this after the attack of Fort Sumter.
