You need to take the puppy to a vet. Almost everything that would cause that is very painful. If that's a scratch or puncture there could be an infection building up that will result in the pups eye needing to be removed or if not soon enough it popping out or exploding. Sometimes there is something about the eye itself that needs to be corrected to stop the problem for your pup like entropian (rolled eyelid) or distichiasis(extra eyelashes) or maybe your dog has dry eye and does not produce enough tears and needs drops or cream daily. In most cases if treated soon enough it doesn't cause permanent damage or complete loss of sight. Any time you notice a problem with your pet's eyes they need to be seen as soon as possible.
