    Only if you are in serious default of your rent and they are included in it.  However, call you local Police Department and they should be able to tell you more i.e. If it is legal or not

      The answer is no the only ones that could is the electric company and the water company .and even they have to give you ample warning to so you could get cought up. That is because with out water its a health violation because it allows germs to fester and with out heat you could freeze to death.
