Depends on what a "Lot of Money" Many
landlords charge for utilities if rental property and a percentage increase on a yearly basis. Anything else would be the
lease responsibility.

Have your daughter contact Landlord Affairs/ Tenant in her county and file a formal complaint. If the landlord is overcharging her this is highly
illegal. As to the increase in rent the increase is determined by the
county she lives in and again if the landlord is overcharging this too
is illegal and she/he could be held liable in a court of law.
