I would not suggest that you install laminate flooring on the stairs.  Laminate flooring is either glued or nailed onto an existing floor.  Over the years, the glue can eventually give and lead to an accident.  If they are nailed, the flooring could split also leading to an accident.  I would suggest that you replace your treads and stair risers.
