You need the member card by using the action replay code and it still wont let you in. It is only a kid who is sick and the man who runs the ship to go to Iron Island and Full Moon island is his dad. After you free his kid he will take you to New Moon Island where you can catch Darkrai. If you have an AR activate the run anywhere cheat and go to Full Moon Island and run to the right across the water and you will come to New Moon Island. Darkrai is there. There is no point for the Harbor Inn in Canalave City.
