For the 1st time in a year that i have my male bird i notice his chest was puffed out

There are few breeds of lovebirds having puffed chests. If this is not the case with your lovebird then in normal circumstances it happens when their heat period begins. Your male lovebird is trying to impress is female. It is their mating period. Try to leave them alone and take care that they don't get disturbed. If your male lovebird is alone then bring it a female lovebird. It is their time.
