It is technically possible to do so. However, those without the Burning Crusade expansion will be unable to level their characters past 60, will be unable to visit the new areas, Exodar and the Outlands, and so will be unable to acquire the superior equipment which is available there.

In PvP, the non-expansion equipped players will face opponents at higher levels, with much more powerful spells and abilities; and with better equipment.

In addition, it is likely that players without the Burning Crusade will find it difficult to find other players willing to form parties to the standard small-group instances such as Stratholme and Scholomance let alone the raid instances such as Molten Core or Blackwing Lair. After all, equipment comparable to what is available from Molten Core or Blackwing Lair is easily available as quest rewards from Outlands so why would players waste their time conquering difficult content in return for only meagre rewards?

All things considered, it is hard to conceive that continuing to play World of Warcraft without buying the Burning Crusade expansion pack will in any way be a pleasant experience. Players without the expansion pack will be condemned to a permanent second-class status.
